Texas inmate Richard Hinojosa was executed by lethal injection Thursday for the 1994 murder and sexual assault of a San Antonio woman.
“I am going to be free. I am going to heaven,” Hinojosa said, according to the Houston Chronicle.
Hinojosa also made a statement to the parents and brother of his victim, Terry Wright, a whom he stabbed to death when she 29. “I pray for you. Please find peace in your heart,” he said. “I know you may hate me for whatever reason. The Lord says hate no one. I hope you find peace in your heart. I know my words cannot help you. I truly mean what I say.”
I pray His Salvation was genuine…..

United States Immigration Programs Continue to Strain Local Law Enforcement
Immigration has been a hot button issue in the United States for quite some time. In fact, it was discussed at length in last year’s presidential election year. Perhaps the topic is no more passionately debated than in the states that form our southern border. One of the current questions facing the police forces in the Houston area is – how far can officers go in assisting with the federal issue of immigration control without compromising responsibilities to local matters of crime and justice?
The Department of Homeland Security has a division known as the U.S. Immigration and Customs Enforcement (ICE). Part of ICE’s efforts includes a 287(g) program, which trains local authorities in immigration duties and gives the officers access to an extensive ICE fingerprint database. The hope is that giving the police officers such power will expedite the process of discovering and deporting those who have entered the country illegally.
The Houston Chronicle printed a story a while back about the effect of ICE’s reliance on our communities. The main dilemma facing the suburbs surrounding Houston is the amount of time that officers would need to be away from their local duties in order to be trained by ICE – four or five weeks – as well as the fact that the county would have to continue to pay the salaries of its absent members. Because of these burdens on public safety and the county coffers, none of the six counties that surround Houston has yet applied for participation in the ICE program.
”Taking people out of pocket for an extended period of time would be a problem,” said Cpl. Hugh Bishop, representative for the Liberty County Sheriff’s Office.
Are the lines between federal and local responsibilities necessarily becoming blurred as the need to address immigration concerns reaches the forefront of policy discussions? If so, is there a way to train the needed law enforcement without further straining resources? These questions will need to be addressed as our country moves forward with the myriad of legal issues created by the immigrants entering our country every day.

What do you feel about TX being the 1st state to allow employers access to employee health records?
It’s supposed to be only for the purpose of allowing the employers to shop for better insurance, but there are so many loopholes I’m concerned. Supposedly mental health records and hiv test results aren’t given to the employers though.

Now, the Texas Legislature has become the first in the nation to force insurance companies to pass along sensitive employee health records to their companies, a practice permitted under federal law.
Starting Jan. 1, companies became entitled to receive a list of their employees and family members — identified by number or some other code, but not by name — whose health bills exceeded $15,000 during the previous year.
If Texas is now allowing employer’s to know a person’s medical history then aren’t they in violation of HIPPA?
This is so wrong. There has been way too much access to a person’s private affairs already and it only serves to impede a person’s ability to work. There will be employees who access this information for reasons other than work relation and people will learn of this medical information by such persons.
Example: A woman was working for a convenience store in my town. She decided to write down private information given on personal checks for her own purpose. She took her list home and got on her computer to research if these people had a criminal record. Days later she would start telling all the usual customers about what she had discovered about a customer that she had checked out and completely ruined the mans life and relationship with the other customers for something that had happened way back in his past.
I do not believe that an employer needs to know anything beyond what is ABSOLUTELY necessary such as whether you can trust a person with money or not, whether they have caused violence in workplaces or not, what type of work are they qualified for and how long do they last on a job.
So many people have bills over $15,000. in Texas and I’m sure in most of the states due to the high cost of medical and the lack of insurance coverage. Medical bills are the major cause of bankruptcies in the US. This will only serve to disqualify people from jobs and insurance even more.
